		<description><![CDATA[It may not be good for commuting (as I found out yesterday along with most of London) but as perfectly demonstrated by the annual Harbin Ice Festival in China, it definitely has it&#8217;s perks!

Unfortunately there doesn&#8217;t seem to be an official site, but you can view some of the amazing sculptures here.

This time it&#8217;s David Fisher&#8217;s rotating skyscraper that will present an ever changing view for the occupants and, to me more interestingly, present an ever changing exterior appearance to the rest of the city. Personally I love the Jetsons spirit of it all.

This time it&#8217;s <a href="http://www.dynamicarchitecture.net/Design.htm" target="_blank">David Fisher&#8217;s</a> rotating skyscraper that will present an ever changing view for the occupants and, to me more interestingly, present an ever changing exterior appearance to the rest of the city. Personally I love the Jetsons spirit of it all.</p>
